Program Manager (Contract)

Please note that this is a contract role providing services to Microsoft through external staffing partners of Allegis Global Solutions. If you are selected for this role, you will be employed by AGS and will not be an employee of Microsoft.

Summary:

We are seeking an experienced, detail-oriented Program Manager to lead and optimize end-to-end hiring operations — from global position control number (PCN) management through onboarding standardization — ensuring operational efficiency and accuracy across hiring workflows. This is a non-technical program management role built on three core pillars: managing complex projects, driving change management at scale, and creating and overseeing hiring activities. The role partners closely with hiring managers, leadership teams, finance stakeholders, and business management to maintain global and regional hiring trackers, proactively manage blockers, and uphold service-level alignment throughout the hiring lifecycle. In parallel, this role supports the evolution and standardization of global onboarding programs, cultivates a global onboarding champs community, and surfaces insights through bi-annual summaries and SWOT analyses for leadership review.

Job Responsibilities:

  • Coordinate and manage projects by developing detailed plans to accomplish goals and directing the integration of activities across the hiring lifecycle.
  • Maintain and update global and regional hiring trackers, proactively identifying and clearing blockers with hiring managers to uphold SLA alignment.
  • Drive pipeline review cadences and prepare progress reports and findings for leadership and key stakeholders.
  • Support global PCN management processes, ensuring accuracy and visibility across open requisitions and hiring workflows.
  • Lead onboarding program standardization efforts across global sales teams, maintaining onboarding applications and validating content against leadership directives.
  • Define and manage a stakeholder map spanning finance, SMC HQ, and hiring managers to keep deliverables on track.
  • Cultivate and nurture a global onboarding champs community to share best practices, drive consistency, and capture start/stop/continue insights.
  • Support monthly distribution list and security group updates in partnership with Business Management and M1 stakeholders.
  • Drive change adoption across large stakeholder groups, ensuring alignment and successful implementation of new processes, tools, and programs.
  • Confer with management and business stakeholders to discuss project specifications, procedures, and operational priorities.
  • Review and recommend contracts and cost estimates as needed.
  • Analyze resource needs and assess the feasibility of projects in a fast-paced, matrixed environment.

Requirements:

  • 5–7 years of non-technical program or project management experience, preferably supporting business operations or workforce-related initiatives.
  • 5–7 years of change management experience driving adoption of new processes at scale.
  • 5–7 years of experience in hiring, recruitment operations, or onboarding program management including pipeline and tracker management.
  • Demonstrated experience partnering with senior stakeholders, driving process improvements, and managing operational programs independently.
  • Experience working in a global, matrixed organization with cross-functional collaboration across finance, HR, and business leadership teams.
  • Bachelor's degree in Business Administration or a related field required.
  • PMI or PMP certification preferred.
  • Strong verbal and written communication skills with the ability to present proposals, reports, and findings clearly to diverse audiences.
  • Exceptional attention to detail with the ability to maintain accuracy across multiple processes, trackers, and deliverables simultaneously.
  • Proven ability to work independently, manage time effectively, and prioritize competing demands in a high-volume environment.
  • Demonstrated change management expertise, including driving adoption of new processes, tools, or programs across large, global stakeholder groups.
  • Experience managing hiring, recruiting, onboarding, or workforce operations including pipelines, trackers, reporting, and process improvement.
  • Advanced Microsoft 365 proficiency — Excel, Teams, SharePoint, and Planner — for building and maintaining trackers, dashboards, and reports.
  • Proficiency with Microsoft Office tools including Word, PowerPoint, Project, and Visio.
  • Strong stakeholder management and interpersonal skills across global, matrixed organizations.
  • Knowledge of business and management principles including strategic planning, resource allocation, and operational methods.
  • Ability to navigate changing priorities and adapt quickly in a fast-paced, dynamic environment.

Additional Details:

  • Duration: 11 months
  • Pay Range*: $80 - $90.50 per hour
  • Weekly Schedule: 40 hours
  • Job Status: Non-Exempt
